VISA PROCESSING
People travelling to Portugal need a VISA issued by the Consular Services of the Portuguese Embassy. The requested documents for the visa process and personal biometrics need to be submitted at VFS Delhi Portugal Application Center. The visa request cannot be summited by a third person.
WHAT REGIONS OF INDIA AND WHAT NEIGHBOURING COUNTRIES ARE COVERED BY THE CONSULAR SECTION IN DELHI?
The Consular Section of Portugal in New Delhi has jurisdiction over the entire Indian territory, except for Goa, Maharashtra, Daman, Diu, Dadra and Nagar Haveli (competence of the Consulate General of Portugal in Goa).
Our services also cover Bangladesh, Bhutan, Nepal, Maldives and Sri Lanka.
Honorary consulates in India and neighboring countries do not practice consular acts.
HOW DO I PAY THE SERVICES OFFERED BY THE EMBASSY OF PORTUGAL?
For the moment, we only accept bank transfer as payment method. After concluding the transfer, you are requested to send the transfer receipt to sconsular.novadeli@mne.pt
WHAT IS CONSULAR REGISTRATION? IS IT COMPULSORY?
Consular registration is the free registration of Portuguese citizens who request any service at this post. It is an act that the Portuguese citizen must undertake when residing outside Portugal. It should be noted that the practice of any consular act requires prior consular registration.
The registration act requires the presence of the national citizen bearing the documents listed below:
1) - Original and photocopy of valid Identity Card or Citizen Card;
2) - Photocopy of the page of the Passport stating the date of entry into the country;
3) - One (1) recent colour passport photo, without date (if you require consular ID card, two (2) photos will be needed);
4) - Consular Registration Form filled in (click to download).
Minors under 10 years of age can be registered by their legal representatives, who must be present, provided that proof is furnished that the minors are in the area of jurisdiction of the consular post.
If you reside in far-flung areas in India or in the countries under the jurisdiction of this Consular Section and you are unable to visit the Embassy, you may make a provisional consular registration, i.e., pre-registration. Please note that the provisional consular registration will be final only when you present yourself at this post and confirm your details. You will not be able to request any consular act while the registration remains provisional.
To make a provisional registration, you should send an e-mail to sconsular.novadeli@mne.pt, with the subject "provisional consular registration", along with the following documents:
1) - Copy of valid Identity Card / Citizen Card;
2) - Residence certificate issued by the Local Authority confirming your residence;
3) - Copy of an updated passport type photo

Note: This act does not automatically result in voter registration, which should be specifically sought by the requester at the time of appointment.

AS A PORTUGUESE CITIZEN, WHAT KIND OF SUPPORT CAN I EXPECT FROM THE EMBASSY OF PORTUGAL?
Consular support does not include:
- Travel / hotel reservations;
- Hotel payments, health expenses, among others, or participate in disputes related to such expenses;
- Provision of funds for the payment of any costs in procedures and fines;
- Ensure the release of a prison establishment;
- Provision of interpreters, translators or translation of documents (the latter only possible with payment of the applicable taxes);
- Legal representation in procedures or provision of legal support;
- Obtaining preferential treatment under local authorities;
- Obtaining job opportunities or work visas;
- Renewal of the Indian visa or guarantee the issuance of an entry visa to another country;
- Collection or delivery of correspondence on behalf of the national concerned.
Besides the normal consular services, the Embassy of Portugal provides the following support:
- Travel advice;
- Advice and support during emergencies caused by nature or human action;
- Information and support regarding evacuation during severe emergencies;
- Information about translation services;
- Information about legal services available for expats;
- Monitor the progress of judicial processes involving Portuguese citizens;
- Issuance of a provisional travel document in the event of loss or theft of your passport or citizen card, once your identity has been confirmed and your complaint has been lodged with the police;
- Put you in contact with a third party (family, friends or someone who can help you) with a view to sending money or a valid ticket;
- Organising repatriation to Portugal, in exceptional circumstances and proven economic insufficiency, after other means have been exhausted, by signing a commitment to reimburse the Portuguese State for the amount disbursed;
- Facilitate contact with hospital units in case of accident or illness and with lawyers in case of arrest;
- Ensuring that the next of kin are informed in the event of an accident or other occurrences, advising them on the procedures to follow;
- Visits in case of detention and communication of the same, only at your request, to your family members;
- Necessary and possible assistance to Portuguese individuals and legal entities abroad, under the terms of national and foreign laws in force and in accordance with international law.
LEGALISATION / AUTHENTICATION OF DOCUMENTS
HOW TO LEGALISE DOCUMENTS ISSUED IN BHUTAN, BANGLADESH, NEPAL, MALDIVES OR SRI LANKA?
Our Consular Services legalise documents from Bhutan, Bangladesh, Nepal, Maldives and Sri Lanka. However, these documents need to be submitted at VFS Delhi Portugal Application Center.
The documents issued in these countries must first be authenticated by the Ministry of Foreign Affairs of the respective countries and then legalized by the Embassies of the respective countries in New Delhi. Only after they may be submitted at VFS office in New Delhi.
The legalisation must be requested either by the document holder or legal representative with Power of Attorney.
In case of a representative, the person delivering the documents must hold: personal identification, copy of the identification document of the applicant and Power of Attorney Letter signed by the applicant.
Only original documents may be legalised.
HOW TO LEGALISE DOCUMENTS ISSUED IN INDIA?
Since India and Portugal are both part of the Hague Convention of 5 October 1961, it is not necessary to ask the Embassy to legalise documents issued in India. Therefore, documents authenticated by the Indian Ministry of External Affairs of India with the Hague apostille are accepted in Portugal.
However, in order to be accepted, Indian documents need to go through the following process:
Step 1 – First, the documents need to be attested by the following entities:
- Personal documents: Home department > General administration of a State > Union Territory where the document was issued
- Education documents: Education departments of the State > Union Territory where the document was issued
- Commercial Documents: respective chambers of commerce
List of competent entities from each State / Union Territory.
Step 2 – Finally, the attestation needs to be confirmed by the Ministry of External Affairs of India with the apostille sticker.

WHAT IS A POWER OF ATTORNEY?
A power of attorney (POA) is a legal document giving one person (the agent or attorney-in-fact) the power to act for another person (the principal). The agent can have broad legal authority or limited authority to make legal decisions about the principal's property, finances, or medical care. The power of attorney is frequently used in the event of a principal's illness or disability, or when the principal cannot be present to sign necessary legal documents for financial transactions.
The power of attorney may serve for several purposes, but the representative's powers must be indicated in the document.
HOW TO OBTAIN A POWER OF ATTORNEY?
You will need to book an appointment and send an email to sconsular.novadeli@mne.pt with a draft of the power of attorney and the documents (passport or citizen card for Portuguese citizens) of the principal and the agent / attorney-in-fact.
The power of attorney may serve various purposes, but the representative's powers must be indicated in the document.

- Portuguese birth certificate of the child.

HOW CAN I APPLY OR RENEW THE PORTUGUESE PASSPORT (PEP)?
You need to send an e-mail to sconsular.novadeli@mne.pt, attaching your valid and up-to-date citizen card. If you want to renew your passport, you must also present your previous passport, along with your citizen card.
Note: The applicant may be asked to provide additional documents or information, if deemed necessary by the embassy.
IS THE PRESENCE OF BOTH PARENTS NECESSARY FOR MAKING/RENEWING A MINOR'S PASSPORT/CITIZEN CARD?
The presence of both parents is required for:
- First time passport application
- Passport renewal
- Obtaining the Citizen Card for the first time
Note: For renewal of a minor's Citizen Card, the presence of one of the parents is sufficient.
WHEN CAN I RENEW MY CITIZEN CARD / PASSPORT?
You can renew your Citizen Card / Passport six months prior to the expiry date or when its validity expires.
I HAVE A FOREIGN DRIVING LICENSE, CAN I DRIVE IN PORTUGAL?
- You can drive in Portugal if you have a driving license issued in one of the countries with which Portugal has signed a Bilateral Agreement or a reciprocity regime; Countries adhering to the international conventions of road transit (such as India, Bangladesh and Sri Lanka) [see here: Os países das convenções.pdf (imt-ip.pt)]; Driving licenses issued by the Portuguese Administration in Macau or by the Macao Special Administrative Region (Macao SAR). However, prior to your departure, you will need to apply for an International Driving License from the authorities of your home country. If you identify yourself with one of the cases mentioned above, and wish to exchange your driving license, you can do so without having to conduct any driving test. However, you should apply for the exchange within 90 days after obtaining residence in National Territory.
- If you have a driving license issued by foreign country that does not adhere to the international conventions of road transit (such as Nepal and Maldives), you will not be able to drive in Portugal. However, you can exchange your foreign driving license for the Portuguese driving license. For this purpose, you will have to take and pass a driving test, for each driving category that you hold. You will be asked to prove your status of resident in Portugal as well.

CIVIL REGISTRATION / CERTIFICATES
I WANT TO CHANGE MY NAME. WHAT SHOULD I DO?
To begin the process of name change, you must obtain authorization from the Central Registry Registrar (Conservador dos Registos Centrais). For this purpose, the interested citizen may initiate a special name change process, by means of a written request addressed to the Central Registry Registrar, or verbally, in person at the Consular Post. In this request, the interested party must justify his/her intention and indicate the evidence presented, and the request must be accompanied by the certificate of criminal record.
In case of name change for a minor, it must be requested by both parents or by one with the agreement of the other, even if there is a regulated exercise of parental responsibilities.
I MARRIED AN INDIAN CITIZEN. HOW CAN I REQUEST FOR MARRIAGE TRANSCRIPTION?
To request a marriage transcription, you must request an appointment and send copies of the documents indicated below to sconsular.novadeli@mne.pt
- Portuguese birth certificate
- Portuguese passport or citizen card
- Spouse’s Indian passport and Aadhar card
- Marriage certificate, duly authenticated by local authorities (see procedure in section "LEGALISATION / AUTHENTICATION OF DOCUMENTS")
- Spouse’s birth certificate, duly authenticated by local authorities (see procedure in section "LEGALISATION / AUTHENTICATION OF DOCUMENTS")
- A visual evidence, i.e., wedding photograph
CAN I GET MARRIED ON EMBASSY PREMISES?
If the couple is Portuguese:
The couple should present themselves at the Embassy on the day of appointment, with documents of identification and proof of residence in the area of jurisdiction of this Consular Section (e.g., consular registration), in order to proceed with the Preliminary Process of Marriage (Processo Preliminar de Casamento). Marriages celebrated between Portuguese nationals which have not been preceded by a Preliminary Process in the Consulate, will be subject to the imperative regime of the separation of property and the consular agent will not be able to proceed with their transcription without first organizing the respective process.
If one of the bride/groom is a foreigner:
It is not possible for foreign citizens to marry in the Portuguese Embassy/Consulate. Marriages celebrated between Portuguese and foreign nationals in a foreign country must be followed by the marriage transcription process in Portuguese Embassy/Consulate. (see instructions in previous tab).
HOW CAN I REQUEST THE TRANSCRIPTION OF THE BIRTH CERTIFICATE OF A MINOR BORN IN INDIA?
To request the transcription of the birth certificate, you must request an appointment and send copies of the documents indicated below to sconsular.novadeli@mne.pt
- Birth certificate of the minor authenticated by the Ministry of Foreign Affairs of India (see procedure in section "LEGALISATION / AUTHENTICATION OF DOCUMENTS");
- Documents issued by the hospital where the child was born;

HOW CAN I REQUEST THE TRANSCRIPTION OF THE BIRTH CERTIFICATE OF A MINOR BORN IN NEPAL/BANGLADESH?

- Birth certificate of the minor attested by the Ministry of Foreign Affairs and later attested by the embassies of the respective countries in New Delhi;

WHAT SHOULD I DO IN CASE OF DEATH OF A PORTUGUESE CITIZEN?
The death of a Portuguese citizen, when occurred abroad, must be reported to the Portuguese Consular Section of the area of residence of the deceased. Death Registration is a free act and can be done in two ways:
a) by transcription, based on the death certificate issued by the local authority of the country where the death occurred.
For this purpose, you should present the following documents:
- Death Certificate issued by the responsible local authority
- Photocopy of the deceased's last Portuguese identification document
- Identification document of the declarant
b) by registration, the consular agent will prepare the death certification whenever the transcription is not possible.
For this purpose, you should present the following documents:
- Identification document of the deceased
- Identification document of the declarant
- Medical certificate of death issued by the doctor who confirmed the death, according to the local law
I AM PORTUGUESE MARRIED TO A FOREIGN CITIZEN AND MY SPOUSE HAS DIED. WHAT SHOULD I DO TO UPDATE MY MARITAL STATUS?
If you are married to a foreign citizen and he/she has passed away, you should update your marital status at the Consular Section of this Embassy. To do so, you should present the following:
- Death Certificate of the deceased spouse
- Photocopy of the last Portuguese Identification Document of the surviving spouse
- Marriage certificate
I AM DIVORCED. HOW CAN I UPDATE MY MARITAL STATUS IN THE PORTUGUESE CIVIL REGISTRY?
The divorce of Portuguese citizens, when occurring abroad, does not automatically take effect in Portugal. Therefore, it is necessary that the divorce decree is reviewed and confirmed by a Court in Portugal.
The Consular Section of the Embassy can recognize and/or authenticate documents necessary for the revision/confirmation of the decree in Portugal. (see section above on "LEGALISATION / AUTHENTICATION OF DOCUMENTS")

CAN I SUBMIT MY VISA APPLICATION THROUGH A THIRD PERSON?
NO. The identity of the applicant needs to be confirmed when the application is submitted. In india, the only service provider authorized to file portuguese visas is VFS.
MY VISA REQUEST WAS REFUSED. WHAT CAN I DO?
When a visa request is refused, an applicant has the right of appeal. In order to submit an appeal, the aplicant needs to do it via VFS a pay a fee of 75 euro + taxes.

I WANT TO APPLY FOR A SCHENGEN VISA. WHAT ARE THE REQUISITES?
- You may consult basic information regarding Schengen visashere
- Portugal is the main destination of the applicant's trip
- One separate set of documents is required for each individual applicant
- the application cannot be submited more than 3 months or less than 15 days before the intended date of travel
- The passport must be valid for more than 3 months after the arrival in Portugal.
- You may consult the list of basic Schengen documents for Indian citizens here.
- However, the applicants could be asked for additional documents or may be called for an Interview, if deemed necessary by the Embassy of Portugal, New Delhi.

I LIVE IN INDIA AND I NEED A POLICE CLEARANCE CERTIFICATE (PCC) FOR MY VISA PROCESS. WHY SHOULD I GET IT FROM THE REGIONAL PASSPORT OFFICE?
The REGIONAL PASSPORT OFFICE (RPO) is part of the MINISTRY OF EXTERNAL AFFAIRS (MEA). Since it is a central body, the issuance of Police Clearence Certificate is simpler and faster. After the issuance of the document, it should be authenticated with an Apostille by the MEA or one of the RPO's

I AM FROM BANGLADESH AND NEED TO APPLY FOR A NATIONAL VISA IN NEW DELHI. ARE THERE ANY PARTICULAR REQUIREMENTS?
According to the information provided by the Indian authorities, Bangladeshi citizens applying for a national visa to travel to Portugal in New Delhi will need a double entry visa issued by the High Commission of India in Dhaka [X-Double Entry] valid for a maximum period of three months. The stay during the visit to India should not exceed 15 days. This visa shall be non-extendable.
VFS will only accept applications from Bangladeshi citizens if they have a valid Indian visa in the required category (X-Double Entry - for submission of Portuguese visa application in New Delhi).
